Would an off balance turbo cause this?

I just recently bought a "rebuilt" CT-26 from a guy on the forum.

New compressor wheel, and I beleive new shaft etc...

I put it on (pretty straight forward) and it boosts fine. However for some reason it makes a weird noise at times (kind of like what a tire sounds like rubbing on the inside of the wheel well) but I am 100% POSITIVE its not my wheel.

Could this be a bad rebuild possibly and one of the wheels in the turbo is grinding up against the housing? Or off balance?

Any suggestions would be appreciated!

put a bit of oil in manually.
pulled the efi fuse and cranked it over until oil pressure was built up.
i then let it idle for about 5 minutes.. went inside and got cleaned up.. then took it for a 10 minute drive and it is almost as though my car has a deeper tone to it.. and exhaust feels more rough..
as well as the weird sounds i would randomly hear which i do beleive is from the turbo!

was going to check for shaft play but it is now way too dark and cold tonight.
