Wont start with weird problem

This isnt my car its a friends.... Anyways....I went to go and look at his car and when we tryed to start it i wouldn't even attempt to turn over. He said that he had the car running the night before. Earlier that day he was taking the deck out of it to sell it to someone, he just cut all the wires clean in half. I talked to my cousin and he said that the car probably thinks that its being stolen which means TDS. Ohh yea we checked all the fuses and they were all good. He had his mechanic who did his JDM GTE swap for him come over and plug his PDA into it some how supposedly and he figured it that it is the ECU and he needs a new one but this just doesnt seem correct, the PDA and the ecu part.

Anyone got any ideas?

Yep dash lights and everything work fine, when you turn the key to the last thing to start it does absolutely nothing. Dont have anything to check the error codes with. Ohh yea and at first the check engine light was on but then supposedly the next day when i wasnt there it went off.
