Where does it plug into? (with pic)

Hello all,

I am currently in the process of putting my engine back together after a BHG repair, and this one vacuum pipe opening, I don't know where it plugs into (is it capped off, vents to atmosphere?) :

My setup is 100% stock. When following the vacuum diagram under my hood it tells me this should plug to the air by-pass valve. Is this right and what would that be?

It runs up to the hard line that goes across the 3000 pipe to the compressor bypass valve, what Toyota calls the air bypass valve. See the other open pipe in the photo? It goes there.

Hey, thanks man for the quick reply. I figured it with your indications and the car is now fully assembled I did not start unfortunately, but i'll work on that tomorrow.
