What's the deal with this wire that goes from the fuse box harness to the battery?

It has a white wire spliced into it that goes nowhere. Am I missing something?

I'm referring the wire in the center of the pic.

It's just a spare wire I believe all mk3 have them. I've used it for a e-fan for the 12v source until I got a new cutch fan.
