FCON is an HKS product that allows you to run larger injectors and more boost by giving you extended fuel maps.
It's mostly outdated now... it runs on chips, so you can't change your setup once you get it set up without buying a new chip.
Most members get better results with the Lexus AFM / 550 combo or a MAFT / MAFT pro now.

You can also use it with stock injectors. But as stated, if you go to 550's down the road, you need another new chip.
