Voltage at Terminal 50 on Starter

At terminal 50 on the starter I'm only getting .25 volts with the ignition switch set to start and it drops to .22-.23 volts when I turn the key. I know this is very wrong as the TSRM says it should be 6 to 14 volts.

I don't have enough light or a garage to tear my car apart until this weekend but I'm trying to get an idea of where I need to start looking and how prepared I should be. For now to get around I'm sending 12+ volts from the battery straight to the starter. Thanks in advance guys.

Weekend came early/ I'm tired of having to start the car from the hood. So I didn't have ground at the alarm. I hooked up a ground at the relay that would come from the alarm and I have instant start up. So now two questions; 1. What should I do about the alarm? As in do I disable it? Or is there some way of saving it? And 2. Is it ok for me to leave that ground there while I figure out what to do about the alarm this weekend?
