Vacuum leak

My fuel pressure regulator is loose, you can move it back and forth. Could that be where my vacuum leak is? It sounds like it is in that area. I sprayed some soapy water on it and it changed the idle for a second. Is it normal for the regulator to move if you turn it?

No it shouldn't be loose, the diaphragm cap should be crimped on there tight (I think its crimped). Pretty sure I have a stock regulator you can have for free, where in AZ are you?

There is a nut on it that is separate from the shaft, it allows for clocking the unit it may be loose.
