turbo and boost cont. Q

okie if im getting a turbo that can run up to 15-17 psi ....when i install it .... will it always run to the highest boost depending on hpw i drive it....
to control it i need a boost controller right?.... to keep it at a constant number ........
is it bad if i run a 17 psi capable turbo with no boost controller ???
does the boost cont. help prolong the life of the turbo?

you will either need a boost controller or a waistgate actuator with a 15-17psi or whatever spring..
