Throttle stays open after i let off gas. Getting annoyed.

Been doing it for a while now. Say I'm cruising down the street. I come up to a stop light, let off the gas, and the throttle stays open. Only to about 900-1500 RPM. I have to quickly give it gas, then the RPM's drop back down to normal. I took off the TB, cleaned it up nicely, and lubed up the linkages. Still doing it. I disconnected the accel cable to see if that was sticking, but it still does it. If I grab the the throttle and barely give it some force, I notice that it gets stuck open. Just not as much as when everything is hooked up. Any ideas what it could be? Thanks guys/gals.

My throttle body was binding up on itself because the shaft it swivels on wore out. To check it first take the linkage off and see how much play there is.

Sounds like the vacuum pod on the throttle is 'sticking'. Check part 23281, http://www.cygnusx1.net/Supra/Library/EPC/291210/catalog.aspx?F=1708&P=5
