Third brake light ?

I am trying to get the third brake light on my 88 to work.
I have a pair of new sylvania 921LL bulbs. When I test the bulbs with a 12V power source they light up.

I tested the light socket on the spoiler and it has 12.5V. I tried useing some electical contact cleaner. I put paper clips into the socket and tested that the clips had 12V on them and then connected them to the bulb.

I retested the bulbs and the socket. I tightened up the gap on the socket so it would make good contact with the bulb.

All of this and the light will not go on.

I dont get it, I have 12V and good lights.

I need some help please.

I have the EXACT problem with my 88. The brake light in the wing doesn't want to work. I tried numerous bulbs and tested it at 12v and still nothing. I just gave up on it.

I think I am going to need it to get past inspection.
There must be an answer!!

I have an 89+ spoiler and my third brake light doesn't work. How do I go about replacing it?
