tail light removal on 91

how do you remove the center section (part which holds the license plate) between tail lights on a 91?

I had to remove the tail lights to fix the rear hatch release cable and loosen the center section; however, several of the studs came loose from plastic housing on the center piece and I need to remove it to fix.

Can not get the lower portion of the center section to come loose, does the rear molding have to come off?

There are 2 nuts on studs that are part of the moulding that is incorporated into the center section.

thanks, as with some of the other studs, I think those nuts are rusted onto the studs as well. It just never ends!
