stupid fog lights

Quick question!!!! I have a 89 NA. It is now away for the winter but I was thinking about it today, much like everyday. God do I miss it. Anyway, stupid question. Right before I put it away one of my fog lights stoped working. When I changed the bulb I noticed at some point someone had spilced in a new bulb housing. For some reason they did not do it where the wires seperate by the plastic dodad. They cut the wires and then spliced them back together with electrical tape. So, foglights worked and I retaped and figured I would deal with it another day. I was driving through some rain one day and crap no fog lights. I knew the bulbs were good so I checked the fuse (good) and I went out and bought the main circle board fuse in the fuse box and that made no difference. All the wires are hooked up to the lights. I fixed the splice job and still nothing. My guess is water shorted out something but cant figure out what. Is there a fuse I am missing under the hood ect? Help!!!
