Stock Electric Fans

My fans keep coming on which is wierd. Does this happen to you guys? I never use my A/C because it doesn't work. Its only 16C out today and its coming on. Engine temp is in the norm it doesn't look any different (as far as i can trust the stock gauge).

High pressure switch turns on the fan. Start there.

is that on the thermostat housing? It doesn't come on ALL the time but when it gets even a little warm out.

They are supposed to come on when it is hot out and the A/C is on. If they turn on with out the A/C, the switch is closing electrically on its own.
