Pulling the motor is going to be the easiest way to fix it. New bell housing? Its a stud with nuts on both sides, there are no threads in the bell housing.

WTF?

If it's an early model starter, it's a bolt with a nut.

If it's a late model starter, the starter itself is threaded for the bolt, no nut required.

In no case is it a stud with two nuts that I've ever seen.

If you have rounded off either the bolt or the nut, a socket bolt extractor will still grab and hold on more than enough to either get it off, or snap the bolt and then get it off.
