sine the ECU is 15 years old or so, the electrolyte can leak out. It can damage the PC board, and will also change the capacitance of the capacitor as well, so it won't run quite right. If you do a google search of 1JZ ECU capacitors, you will find a lot of people complaining about it. It seems that Toyota got the caps from some vendor that did not use the right electrolyte, and it degrades over time. All capacitors will leak eventually, just with the age, and the less than ideal quality, these likely will need replaced.

When you open up the ECU, you will find the 4 capacitors on the two boards. You can look closely underneath them, you will probably see some brown goo, that is the electrolyte that leaked out. here are some pictures
