smog fail

Hi guys,
I would like to get my car registered but I got an epic fail on my smog test and have no idea where to start... was wondering if you could look at the numbers and see if you have any clue as to what I should do haha.

test/c02/02/HC/CO/NO
15mph/14.1/.8/166/.29/985/FAIL
25mph/14.4/.6/80/.2/376/PASS

Sorry if that was a little difficult to read.... also, for the Ignition Timing... it says defective?

I don't have anything done to the car except for k&n cone filter(89turbo/5spd).

Any ideas guys?

You are running lean, which is obvious from the O2 numbers. Your A/F at 15mph is 15.1:1, and at 25mph its 15.0:1.

I would look for an air leak, and also makes sure the Ox sensor is cross counting to spec. I assume the check engine light is not on and there are no stored codes.

As far as the stuff you said about the O sensor... how do I go about doing that(in layman's terms if at all possible)?

Also measure the voltage on the Vf pin of the diagnostic connector. The expectation is that it will be 5V per below.
