Slow Boosting - Wastegate Actuator?

Car is a 88 MKIII, 7MGTE, stock CT26. It builds boost slowly, but once it reaches target boost, it holds steady without an issue. I am also running a HKS EVCIII

What would cause a slow boost condition? Car idles fine, and as stated, hold boost fine. It just takes forever for it to reach target boost. I cant even hit 5Psi in first gear...

Any Ideas?

Thanks!

What type of settings does the HKS unit have? Often a boost controller will raise the limit, but it still functions like a mechanical actuator, bleeding as it builds to prevent a spike. And make sure you have the lines hooked up right, and are not bleeding to atmosphere.

The unit has a manual control, and a auto learn feature. Currently, I have it set to manual mode, but after reading the instructions, I am going to reset the unit, and try the auto learn mode once more. I had a line hooked up improperly previously, which may have skewed the boost curve saved in the controller.

There any other mods done to the car besides the boost controller.
It has a 3" TBE, Cold air, and that's it. 99.9% stocker.

Boost leak?
If it was a boost leak, wouldn't you think I would have a hard time holding consistent boost numbers?

Exhaust leak?
I do have a minor exhaust leak, but it is AFTER the turbo. Shouldn't be relevant.

i would try to hook the wastegate actuator back to the turbo stock and eliminate the hks to see if it is the boost controller. If it still does it i would look elsewhere.

Whitepack is exactly right. Take it out and if the issue persists, the problem is elsewhere. Isolation is a great troubleshooting step.
