setting timing with high idle

I went to set the timing at 10'btdc on my 88 today but I can only hit 10' at 1000rpm. I know the manual states that it should be at 700rpm so my question is as follows.

what should the timing be at 1000-1100RPM? This was i can set it dead on. I must have it slightly retarded (which is fine since I am using N2O) but for daily driving I would like to have it dead on.

does the car always idle high or only when the motor is still cold (normal)?

you must check timing when the motor is up to operating temp.

fix your high idle and check timing again after you figure that out.

Checked codes and came up with a 41 and 51. Changed the TPS and now I only have code 51 and the idle is spot on. Still have to figure out this 51 code.
