setting timing on 7mgte - help....

I just corrected the timing on my 87t motor with a timing light. Now the crank pulley mark is hovering right on the 10 degree mark.

I saw this page in the TSRM telling to further check/set timing:

Can someone explain timing advance to me and when should I, if ever, adjust CPS so that the crank pulley notch is at the 12 degree mark?

10* advanced is the stock setting.
