Safe tuning for 2 boost levels?

With only one set of tuning parameters.
I have a high and low boost settings on my evc.
Which level should I tune, to also be safe in the other, when tuning the my safr?
The safr does not have hi and low setting. Just one gain adjustment per rpm level. Eleven rpm levels to set.
Say high is 14psi and low is 8psi
My guess is if I tune high then low should be safe.

Yup, I'd say tune high, because if you tune for low, ie. lower amt of fuel flow, then if you pick high, you're getting more air with the lower fuel setting, thus making you lean/more lean than you want to
