What would cause the RPM gauge to stop at 3800rpm?

I'm sorry for the delay, the engine continues to rev up with no hesitation...the gauge stops at 3800 rpm.

removed cluster then faceplate then rotated the dial on the gauge all the way around...it would just stick at the 3800 range. all good now
