put fresh gas in and shake the tank? drain then do it again. or some sort of cleaners and a powerwasher...

Old biker trick:
Put a hand full of 8mm nut in it, and start shaking it like a milkshake.
When your arms are about to fall off, take a break.
Repeat until you see very little or no rust.
Dump the nuts out, rinse with mineral spirits (cheap paint thinner) several times,
then buy a quart of gas tank sealer from someone like Eastwood, and coat the inside.

Or.........
Just spend a few bucks, and get a good used tank from one of the many part-outs going on.

Just a thought.........
Are you sure it is rust?
Seen some tanks full of brown varnish like substance.
The best way I have found to cut that crap is Simple Green.
