the boot is easy... but if it's been torn for long and it leaking bad, thent eh seals that the boot is supposed to protect have probably been screwed up...

Inspect it to see if it's leaking (a little seepage is OK, but lots...)

Any one know what the difference between the companies that sell rebuilt racks?
Do they all come with inner tie rods?

What else do I need to replace when replacing the rack?

I would replace the lines if worn, because they are hard to get to when the rack is installed. I would also install poly steering rack bushings.

You can do the seals, but you need special tools....I think Rajunz on SF did his himself. The seal kit is $60 I believe.

I am going with a OEM rebuild.
I will replace the lines too.
Do I need to replace the tie rod ends? Do they get damaged when removing them?

What is the banjo bolt that should be replaced? I found it on a search.
