When they say to make sure u machined the inner timing cover. They mean when u work the block right? The head on my 7mge was machined. 20 thousands taken off. The block was left alone. But I heard talk about making sure the inner timing plate was machined also?? Should I use a 2.0 thick graphite gasket since 20 thousands was removed from the head??

The backing plate does not need tO be machine. It's just a back plate.
When you surface the block the lower rear timing cover needs to machined with it torqued down.
