Question for the wise pt2

So I got all the vac lines fixed and good, but I heard something from somewhere sucking air in. Well I found where its coming from, its coming from the intake manifold in the back closes to the fire wall. I need to know if it needs a vac line running from it to somewhere or if its suppose to be like that. Any help is much appreciated. Thats a pic of it. Just so Im clear, Im talking about the blurry tube thing that the yellow arrow is pointing at.

That is usually for a line that T's in to a plastic hard line along the firewall. It goes to the heater control valve, cruise control actuator and boost gauge.
