Question about rebuilding title in Connecticut

Hi im looking to buy this car in FL, the thing is one of the cars has a bad title because the insurance company of the person who hit the car totaled the vehicle. The only thing that was messed up was the front bumper assembly ie: Bumper, foam backing , things used to connect it to the car. So my question is if i replace all of that equipment and the frame is straight and its all working can the car be registerable? I have checked the DMV but was kinda of confused i didnt understand if i could only use parts off of a salvage vehicle but couldnt fix the vehicle and repair the title. The guy whos selling the car says the title doesnt have a "salvage" stamp on it but what if it does can i still rebuild the title . Cuz if i cant theres real no reason for me to buy the car. Thanks

How I believe it works is that you have to fix the car. Then bring it to one of the locations that can inspect it. (Enfield, Hamden, New Britain and Wethersfield). They will inspect it and if it passes I believe you can have the a new title written up for it. Then you would probably have to get emissions done and then you would be able to register it.

The trick is that you have to have it towed to one of the locations because the car will be illegal to drive with out a title or registration.
