puffinng afm and idle problem any suggestionSS

hey guys this is my fist car and needs to be on the road soon and its coming together just have a last few things to sort out.

first thing the car takes a couple times to start and when it does it idles between 350-400rpms, WTF! right could i have tightened the timing belt to tight???
also the afm is making a puffing sounds wwhen i get it revs or try to atleast. ???

any suggestions? also how do i check for codes?? thanks guys..
