Power steering question

I'm still trying to track down my power steering leak. Several months ago I replaced both pressure lines as well as the feed line on the bottom of the reservoir because one of the pressure lines cracked. Even with those replaced, I still have a leak. It seems to leak from the driver side dust cover area. The banjo bolt that is above it is fine, no leaking around it at all.

I don't fully know how the power steering system works, is the dust cover JUST a dust cover to block debris from entering the steering rack? It's not supposed to hold in the fluid, right? I took off the boot and of course a ton of fluid drained out of it. Where would that fluid come from? A seal inside of the rack assembly?

The boot should have no fluid in it. No need to test for the leak. Obviously the gland seal of the rack cylinder is leaking. Either rebuild the rack or buy a remanufactured one.
