What are the performance implications of bad rings?
does it sap horsepower, decrease gas mileage, cause misfire,....

I know one thing for sure, you use a quart of oil every four days :aigo:
The machinist did a leakdown and determined the rings had not sealed properly. He is replacing them now under warranty.

Valve stem seals are made to keep out oil, not air. The combustion is held in the cylinder by the valve itself, not the seal.

Short answer - no, leakdown test will not diagnose leaky valve stem seals.
