Yes, and yes. Though it doesn't change your oil pressure at idle, it certainly does affect it at RPM.
There are two of these - one is a bypass on the oil pump itself, and the other is the bypass to the oil cooler. Both are pressure valves and can be shimmed to give you more pressure in the engine at RPM.

I put a small block chevy oil pump spring in the oil bypass port.
I believe the spring was 5# heavier than stock, and it yeilded 40psi @ 3000rpm running 10-w30

As long as you have the engine out and the oilpan off, it's one of those 'might as well' category mods. If you don't have the engine out, then it's not worth it.
