Oil Leak on Shelf Near Strut Tower on Turbo Side of Motor?

I am having the hardest time figuring out where this is coming from. This is a brand new zero mile motor in the car, has 50 miles on it now. There is noticeable puddling of oil in the "tray" or "shelf" where the a/c lines right there right next to the dipstick and turbo.

The ONLY thing over there that has oil on it is the turbo actuator. This is a LIPP Stage 5 as well. The block is dry, the turbo itself is dry, the dipstick and sleeve are both dry, nothing else has oil on it.

This oil leak also does NOT happen while the car is idling in the garage. I have let it sit for over 15 minutes and not a drop over there. Drive it and bam there it is. Wipe it clean and it won't leak again until I drive it again.

My suspicion is the turbo is leaking somewhere but I can't find it. The fittings are also dry. However, there is some oil in the intercooler outlet pipe frome the turbo and does smoke a little oil after its warmed up. My guess is that the seals are bad, but I still can't figure out where that oil is coming from.

I have checked everything from the turbo to the piping to the oil fittings to all the block fittings and plugs to the oil lines to the cooler, EVERYTHING is dry except for that area in the picture below and the bottom side of the actuator on the turbo. Oil pressure is where it should be, factory PCV setup, etc.

Nope its all filled up. Bled and checked when I put the car together. All those lines are dry. I know its kinda hard to tell in the picture but the puddle of oil is just to the left of that bolt on the tray there and it is most definitely oil. Nothing else it could be from what I can tell.

A little more info here after taking the turbo off the car this afternoon so see if I can figure this out further. I swear this has to be coming from the turbo itself.

I was going to remove just the compressor housing to see if I could find something and I noticed that the bolts were coming out with some oil on them??? They are supposed to be dry as far as I can remember. So since I'm pretty sure the seals are done anyway, I took the rest of the turbo off the car and found some strange places for oil. It's been awhile since I took a compressor housing off, but I don't remember there being oil inside of it on the mating service. Also isn't there supposed to be an o-ring or something where it meets the housing? Or am I completely wrong on that one?
