No CEL = bad ecu?

So, my car won't start anymore. I already posted this in NA but they usually take longer to post so I'll throw it here as well. When I turn my key to ACC i noticed that the CEL light doesn't come on like normal. Am I remembering correctly that if thats the case then the ECU isn't working? What are other ways to test the ECU and do I have to buy a new one if it's gone or is there any possible repairs that can be done?

Note to self take of NEG BAT cable.

Told you u guys are faster. EFI fuse is a-okay just checked it for the second time. What else can I do...

Good thinkin', I'll have to go pick up a test light from the shop... Could be till tomorrow but any other suggestions are appreciated keep 'em coming.

EDIT: I replaced the EFI fuse with the one in the box top. Still nothing.

check the 7.5A IGN fuse in the driver's side kick panel.

All fuses looked good, I checked them over before I came and asked you guys... but once again I have to wait till tomorrow to get a test light to actually check. :( Oh yeah, I freakin dropped my 7.5A down the fuse panel. Time for a new fuse pack anyhow.

Oh yeah, I forgot to mention that I think it would be because I didn't disconnect the battery while installing my starter. There were sparks! :p And my red salmon or w/e coil to igniter wire was snipped somehow... like snipped so i just tried to twist it together for now but it still won't start... grr

First off I'll apologize for taking so long to get back to you guys been real busy. But anyhow I checked the EFI fuse and it's not getting any power, so what would u consider the next step? Is it a blown fusible link?

i had the same problem, i touched my wrench to the alt hot wire. it ended up being the fuseable link in the fuse panel under the hood. it looks just like a wire.

So I should start looking through the fusebox.. check. Any other input would be great though since I don't know what i'm looking for since it just looks like a wire could ya give me a color or location in the fusebox, i didn't happen to find any hollow insulation on my first gander.

Bump for safety, I checked the plug for the bottom 15a fuses and the bottom right? one doesn't have any current to it, it's a yellow and black one and it is prtty small, but i'm at school does anyone know where that wire happens to go to?

Edit: I reread and checked my ign fuse behind the kick panel and it doesn't have any power to it. Although I did have to temporarily replace it with a 15a fuse i don't think that matters for now.
