Need help guys maybe my turbo is bad not sure

Hi guys oil in my PCV now is that coming from my turbo ? I am a noob at this so bear with me,any help is Appreciated. It's a 1987 turbo supra, turbo has been rebuilt awhile back ct-26 with 60 trim. Something that's been bored out to fit 60 trim can it be rebuilt? Or do I need a whole new turbo. Did open it up and there's no shaft play.

Note to add it has been hitting boost-cut/fuel-cut over boosting to 16-18 lbs when setting is 12-13 also hitting fuel-cut around 4k rpm, it does it more when u do a pull from higher gears
