the timing is correct, and the base timing is set on the CPS. its probably some type of fuel or spark problem.
Chad: Try to take out the CSI and inspect/test it, also get that VSV in there and hook up those vac line along with tightening all them hose clamps (yes ALL of them)
then let us know what happens when u crank it.

the turbo is stock, no idea on the mileage, but i think its smoking a lil bit.
