mine was kind of like that as well. I know a few people here had sanded that peice down and repainted that.

Take it out and paint it. It comes out pretty easy, you'll need to take it out to replace the heater core anyway. You are going to replace the heater core right!!

Since you're at the heater core change it. Not point in spilling coolant in your possible g/f's lap.

IIRC you need to remove all of 6 bolts to get it out....it was probably the easiest thing to remove from my whole interior.
