yes, cutting springs does lower your ride height.. the only reason its bad is because the stock shocks arent valved for the lower ride height and stiffer spring rates, therefore they go out a lot sooner.
the bushings on his car are probably already bad, considering how old it is, and you can fix un-even tire wear w. an alignment. which by the way, you'll need even if you lower your car properly.
I dont in any way approve of cutting your springs, but it isnt nearly as bad as some people say it is.
that and most auto manufacturers allow for a 15-20% difference between each spring rate from factory, so you wont have exactly uniform spring rates on there anyways.
dont cheap out, go for quality, not price. if it mean a few more months @ truck ride height while you're saving up, so be it.
