when i turn the wheel, it squeals and howls like no tomorrow. its insane. i've tried replacing the power steering pump 2 times now, and then i had a new rack and pinion installed, and it STILL makes that noise.... and from what i've researched could it just be a lot of air in the system? because it only makes the noise when i turn the wheel... any help or advice would be great! Thanks!

Check your belts.

Also, when you put your rack and pinion in, with the front wheels off the ground, did you go lock to lock 2-3 times, then top off the fluid, and repeat until NO foam/bubbles were present?

Not sure if this will go buy your mentioned sounds...but if none of those solve the problem, you just might possibly need to replace a wheel bearing...
