loping idle issue. Please give some advise as to where to look

Basically I am having an issue with the idle fluctuating. I rev the motor to about 1500 and after a few seconds it will drop and the rise again and it keeps doing it, however it doesnt always do it. I am not driving the car yet but I have because I have been checking for leaks and making sure everything is finished properly (too much money into this so far). Also I can start the car with ignition so I ran a jumper to the battery, I have also ran a loop wire to the clutch switch cause the clown that owned the car before me had it all messed up. Everything is new including the eng. harness.

Check your ISC valve...check out the ISC motor per the TRSM. Could be you just need to clean the carbon off the valve actuator/seat...replace the check valve while you have it off. I clean them with carb cleaner.

vacuum leaks can also cause rough ideals.

UPDATE:

I am not getting any codes, once I get the rpms over 1500 I have no issuesbut try to hold it at aroud 1500 and it fluctuates. I cleaned the ISC before I put it in but did not clean the check valve.

Replace the check valve...remember how much carbon was on the ISC valve tip? Guess what your check valve looks like.

Check for vac leaks too like snowball said.
