Lilse spring compressor tool

Ok, I bought the tool and I am trying to put the springs back in my head.
The problem is the keepers. The directions on the tool say to load the keepers into the tool. I assume they mean the little black collar. Well... I can fit one keeper in there but not both. Maybe I am putting the keepers in backwards. Do they go small angled side down into the top spring retainer??
I can't figure out this crazy simple thing.
The tool I have is the one that looks like the Snap on tool.
