Last of rebuild; won't crank

alright guys, I've got a slight problem.
I'm looking at my rebuild being done but it's not cranking.. The TSRM says a multiple number of things. of which I've checked out to the best of my ability.. I've had the battery test, and the starter test, and both turnning out good.. When I hit the key to turn the motor I can hear the Click from the starter... but no turning. Checked all battery connections. Good. tried puttin the battery charger on it on (start) gave me 15volts to the battery. not under load. It did the same thing. Turned the headlights on, turned the key, and the lights stayed bright, indicates good connections.
The wiring diagram in the TSRM shows the B-L (black w/blue strip) wire being the HOT wire from the battery. I showed 1692 DC AMPS with the multimeter on A-... AND .5 DC volts

that's normal, if I'm using the multimeter right. On the other hand, I'm thinking its the ground to the starter.. What the TSRM wiring diagram is not showing are the four wires to the post of the starter. 2 white with black stripes and 2 brown. (Picture of Starter post attached).
Could it be my Hot Wire to the starter?
or Is it the ground from the starter not in the right place?
or Could it be a Fusiable link; whatever that is besides the Starter Relay. Any and all help and ideas would be greatly appreciated. Cause ALL of us know the season for crusin and ridden happy in our cars is what we think about all winter long...

if it cranks then... then you have 1 simple problem someplace.. not enough power going to IGN switch so not enough coming out to acually engage selinoid... or ign switch bad.. or wire from ign to starter got cut /smashed during motor install or takeout

Yup, I'm an idiot.:nono: Put the ground wires on the intake.. put the other wires back in the right places....
I walked away from the car today for the first time in like 3 days.. and I had a brain fart... Man it felt good. I sure do appreciate you guys responding. I'll post more pics up when I get her cleaned up.. Thanks again guys..

She's runnin rich and right now, thats cool with me.. cause she's runnin.

Masking tape and pens are cheap, and you can make excellent labels with them...
