ISC Valve - Operation question

hey guys,
My car recently developed a surging idle > It would idle high at startup and after a few seconds will start to surge up and down annoyingly.

So far i've checked the codes and TPS adjustments and still nothing.
No codes at all as well.

Removed the ISC valve and cleaned it up pretty darn good. and put it back on with the the same idle surging.

QUESTION:

What I noticed with the ISC is that the small motor or axle protruding from the motor does not move when I try to turn it. It appears locked. Should this be turning freely? I assume it should. I tried turning with a pliers and it would not budge.It felt like it was jammed.
Any insight and help would be great. If someone can check an ISC lying around and tell me if that little rod should be able to turn by hand , that would be awesome.

the isc had two sealed bearings inside ti letting it turn if its not turning that is yoru r problem also check the contacts for corotion iscs are expencive new so hope you can find a used one a new one is around 280 i think

Rather than bore you with the details I'll just say no, it shouldn't turn by hand. That said it's very doubtful the ISCV is at the root of your problem. Even if it was frozen it wouldn't cause the symptom you're seeing.

i had a similar problem a few years ago that drove me nuts. the car would start fine. then after driving a bit the check engine light would go on and the idle just started surging from 800rpm to 1800rpm and back. i also didnt get a code. it turned out that my afm was no good. i swapped it with another one i had in the garage and problem was solved. if you or a friend has an extra one sitting around try swapping it. may be the same problem with your car

my brothers supra had this same problem, i came across a fix for it awhile ago but can't seem to find it...if i do ill post just know its out there and happens to many.
