This is factually incorrect. 1998 USDM N/A MKIV Supra's had the 2JZ-GE with VVT-i.
I've seen quite a few NA->T VVT-i cars. In general VVT-i cars tend to make a little bit more power. Lots of people mod them and I've never seen anyone "ignore and backhand" a MKIV because it had VVT-i. They are a little different to work with, you just have to be aware of the differences.

As for tuning, there are people who are working specifically with the VVT-i cars. Power Enterprises is one example. The sell a device they call the CAMCON (Controls Valve opening Timing and Fuel Mixture ) which allows quite bit of flexibility for controlling how VVT-i kicks in.

Calling VVT-i a "failure" not exactly accurate either. VVT-i is also found in Toyota's current V6 engine, the 3.5L 2GR-FE V6. This comes in the Avalon, RAV4, and Camry here in the US, the Aurion in Australia, and various models in Japan. The only difference is that in the newer models, it varies both the intake and the exhaust cam, so they call it dual VVT-i. It is the same basic system that was standard in the 1998 MKIV's.
