Is my wastegate bad

Ok so I thought I was having a problem with my tru boost. No found out the wastegate was shimmed with two washers on both bolts. So fine unhooked the vac line from the tru boost controller and ran the car with the shimmes left in. Ok here is where it gets weird to me. Changed the oil and decided to go ahead and take the shims out and hook the tru boost back up. With just the shims in I wash hitting just about 12.5 psi of boost. Now with shims out I'm hitting 14.5 psi and the same if the tru boosts is hooked up. Only reason I'm worried is because I I put a oem head gasket on it with arp bolts torqued to 90 I/bs. Is the wastegate bad or should I look into other problems. I know for sure my brake booster is bad so it causing a vacuum problem.

You'll need to inspect it. Take the elbow off, and apply pressure to the wastegate with a pump. It should hold pressure, and AT 7-9 PSI pressure, the wastegate should open.

Also, inspect the line to the wastegate, since that's the kind of behavior that will happen if there is a crack in that line.
