It's because we need the mod crew to stand out a bit more. We've run into some problems where mods come into a thread that is obviously over the line, they tell the folks involved to cool it, and the people invovled don't back off because they don't realize the guys speaking are actually doing their job.
As for timeframe, it's only just been implemented yesterday. Points to those of you who noticed.

here is a very stupid question for as long/short as i've been here but what are points good for? because if they're good for something i noticed yesterday in a thread IJ was responding too when his name didn't turn blue when i took the hand off it... either way what are the points for?
