Idles at 2,200 why?

just droped my 7mgte in and it idles at 2,200 and wiil not come down WTF any ideas.

Manifold vacuum leak? Throttle plate not adjusted correctly or not closing properly?

ok now it's going up and down between 1,500 and 2,200 rpm I just installed a HKS ssbv. my uncle thought that could be the problem, and i noticed when I unplug the tps it stops going up and down but stays at 2,200.
