does this sound right? i know not the best description... lol

Idle is set by the computer with the ISCV. If the idle is out of spec you have an issue, that turning a screw is not going to fix.

What is the problem?

well i havnt started my motor after i rebuilt it yet, and i dont have the screw. Isn't there supposed to be a screw that controls how much the butterfly door thing inside the throttle body stays open. Like so its not completely closed when im not on the throttle.

From what I've gathered out of your description yes that's where it goes, I'll try to take a pic soon for you, and wether it's the "correct" way or not, yes you cam adjust your idle with it, I don't believe it has to be a specific screw as lon as it fits in the threads, I can't recall which direction does what but I hope that helped!!

I think that screw, which strikes the dashpot piston, is just for helping to normalize the rpm dropoff when closing the throttle quickly. I don't think it adjusts idle at all.
