Hi wondering about reuilding a title in Connecticut

Hi im looking to buy this car in FL, the thing is one of the cars has a bad title because the insurance company of the person who hit the car totaled the vehicle. The only thing that was messed up was the front bumper assembly ie: Bumper, foam backing , things used to connect it to the car. So my question is if i replace all of that equipment and the frame is straight and its all working can the car be registerable? I have checked the DMV but was kinda of confused i didnt understand if i could only use parts off of a salvage vehicle but couldnt fix the vehicle and repair the title. The guy whos selling the car says the title doesnt have a "salvage" stamp on it but what if it does can i still rebuild the title . Cuz if i cant theres real no reason for me to buy the car. Thanks

afaik, yes, you can fix and re-register the car, but it will have a "salvaged" stamp on it no matter what you do. i'm not too sure though. maybe if you tell dmv you're never going to sell the car they might give you a non-salvage title, but i doubt it. i'm sure someone that knows more will chime in.
