The cruise control vacuum line is separate from the EGR vacuum system. There's a small pipe coming off the back of the airbox near the EGR valve for the cruise control. It tees off and runs over to the heater valve. The CC and heater valve need vacuum all the time, so they get it directly off the intake box.

This picture is for the CC and shows the Tee for the heater valve.
With your Mighty-Vac (you do have one, right?), check the EGR valve diaphragm. With the engine off, you should be able to hear it moving. In the picture posted by 87MK111Supra, it has a blue dot on it directly to the right of the "17810A Filter". That valve may be stuck open. It's possible to replace it without taking the engine out, since I've done it before.
Meanwhile, have you checked your air flow meter? If that's bad or not hooked up, the car will start every time but it will not run. The next thing to check is the throttle position sensor.
