the best way to check, in my opinion, is to push the plunger all the way up into the valve, then use a coat hanger to wire it there, or a zip tie. if you get your heat back, then you've found the problem. ;) i completely removed mine...

here ya go, look where the arrow points in the pic, there's a little plunger under there. push it up, and zip tie/wire it there. it'll let coolant pass through the valve into your heater core. :) it's located on the passenger side of the firewall. you can follow the heater pipes from the back of the head right to it.

you wont break it, or shouldnt anyway. ;) push it so the plunger is as far up as you can get it, and wrap a zip tie around it, then wrap a zip tie around the other. or just use a wire coat hanger. get creative. ;)

I had the same problem but fixed it today. The easiest way is to take off the vac line at the bottom of the VSV (valve) and put it into the nipple on top. Take the top vac line and loop it around to where you removed the bottom line. MIne works like a charm now.
