Help identifying hole/hose tube on the block

[Turbo Habanero]

So i took my turbo off yesterday and decided i should plug up the holes while it sat and i noticed a a hole that i didn't remove anything from.

Its located right next to the oil drain for the Turbo and the Oil filter

I have been running this way for well idk how long with out much issue.
